WebI only have 20 arcane for item discovery. I have 50/50 dex/int scaling and get pretty good damage with cold godskin. I did a few tests and I do more damage with my ash of war with cold rather than keen with arnament spell. It is wierd because with the keen/arnament I get 600+ dmg and with cold only around 500 but it still does more dmg that way.
